can you loose the fat around your midsection and get a 6 pack with out doing cardio and every thing else is in order the way you eat and lift weights

Yes theoretcially so. Macronutrient and overall calorie profile of your diet, will be key considerations, but added muscle burns an extra 40-50 calories a day, for every pound, so you could do what you said without Cardio, I am 98% certain of that.

It is possible to build abdominal muscles and burn fat from correct dieting and weight training however a smart idea is to combine some type of cardio with the weight training for a more timely fashion of weight-loss (it's going to happen quicker, believe me).

I'm sure you hate cardio since you're asking this question however there are so many different methods to get your cardio in our there, you just have to find what works well for you. Some people like running, some like the treadmill, some like the bike, some like the elliptical, some (like me) like exercise classes (i.e. Zumba!!), some do great from DVD's, some like swimming, I could honestly go on and on. If you want to really lose weight and gain muscle, find the right cardio for you.
