You have only been going for 3 weeks, is it possible you might be expecting a little too much too soon?
We can help you, but I don't want to do anything, if It might be more prudent to give what you're doing a few more weeks to have more effect

1) Maintain a clean/healthy/balanced diet 95% of the time and allow yourself the occasional "treat" 5% of the time
2) Exercise should be a combination of weight training AND cardio. Alternate back and forth, weights one day and cardio the next.
3) Celebrate the small victories and use those to motivate you forward! Your waste is getting smaller... thats great! The hips will come with time. I usually lose boobs first, stomach second, and butt last.
4) PATIENCE PATIENCE PATIENCE PATIENCE. Did your hips grow 9" over the course of 3 weeks? I'm assuming no. Its going to take a heck of a lot longer than 3 weeks to get that weight off.
5) Pat yourself on the back and keep moving forward.

Hi,
As cassiegose said, i would say be patient!
If you do all what is healthy for your body, results will come it's ceratin.
Patience is hard to have because we all want fast results but people who are patient are the one who get success! If you are not patient, the risk is that you stop doing what you do thinking that it dosn't work or that you put so much effort in this adn you don't see the results..
Patience!!
