work the upper chest with cable machine ?
where do i place the pulleys to work the upper chest, on the bottom or top , also does this work the triceps ?

I assume you are talking about cable crossovers. If you use an upper location for the cable and you crossover downward you will work the inner pecs at the lower end.
If you work with the cable at shoulder height and cross over laterally you will work the entire inner peck with no emphasis on either the upper portion or the lower portion of the pec.
If you start with the lower position and angle your arms upward then you will be putting emphasis on the upper portion of the inner pec.
Your primary exercise for the chest is the bench press.
Your secondary exercise for the chest is the incline bench.
After that you can add decline benches and cable flies.
