heavy wt/low reps or low wt/high reps.

muscle mass + decreased body fat = definition
for the first part of the equation (mass) you need a calorie surplus where you eat more cal's than you use
the second part requires a calories deficit where you eat less than your using
obviously both can't be done at once so you need to go through both stages individually
to basically answer your question almost any program will build muscle if cal's are high enough or decrease body fat if cal's are low enough but there are more efficient ways to do so
