Between set rest
What's best, rest 60 sec and do fewer reps than you wanted, for instance 8+6+5 in a 3x8 exercise, or rest a litte extra (1:30~2:00) and get all the reps in?

Do all the reps and wait a bit longer.
If you're going for a 24 rep exercise or 3x8 as you said, you want all the reps. If you're good for 10 reps a time on a failure, then 8 will be okay, because you don't need to go to failure all the time. It's probably not very beneficial anyway, except for inducing more fatigue.
If you cut the number of reps, for smaller rest breaks, you might finish quicker, but you might induce more fatigue anyway to some extent, by over exerting yourself on exercises. I know what that's like when you're 10-15 minutes late for a workout and need to be out toute suite, so you get more time conscious and cut breaks by 20-30 seconds a time and feel it more afterwards. Plus it doesn't feel as good when you're rushign a workout a little bit, but it's better than a half arsed workout.
Plus you may cut the set breaks too much in some espects and get an imbalance between Oxygen out of muscles, versus Oxygen going in, so you don't allow more time to get enough back in, to do the required reps, even with a reduced number.
Unless you're doing something like too many sets, I.E. a 105-120 minute workout for example, then lower Breaks will be okay, if you're breaks were too big anyway, but otherwise, go for the slightly longer breaks and fit the reps in, because cutting down may reduce efficacy, if you're able to get results off 24, then you do about 6-8 less per exercise instead.
You will then either make results slower, or an end result almost impossible to achieve, if the required effort to get the last little bit, is never there.

depends on goal
strength - 3mins at least
gaining muscle - 30 - 90secs
fat loss - 60secs or less

Thanks guys that cleared it up. Reason I'm asking is because I've read about people pushing past plateaus and generally getting better results from lowering their rest time. But I guess that means they have the potencial to actually complete their sets fully while doing so. I am trying to hold rest time at 60-90 secs (yes I am trying to gain muscle), but after a superset I tend to rest 30-60 extra. Some exercises I feel like resting longer than others. Deadlifts and squats for instance I can go again fairly fast, chinups I need extra rest.
