I read about to get the most strength you should target all muscle fibers but how can i target all muscle fibers ?
Should i do a few light sets at the end or beginning of workout ?

if your just looking for pure strength then low reps are what you want to do ... between 1-5

well the best for strength is 1-5, best for hypertrophy is 8-12, and higher than that is endurance

have a mixture during the week. for instance if youre doing 3-4 reps on day 1, do 8-10 reps day 2. your still stimulating your muscles but not overloading them to the point where your not recovering properly.
