Help me with workout and food plan please!

I weigh 165 I want to weigh 130. I would like a plan where I dont have to devote all time to working out because I have to go to school and work full time. I can devote 3-5 hours a week to exercise. I want to tone arms, thighs, abs, and butt. I have access to the YMCA and prefer to workout in a fitness center environment.

Also I don't like to eat healthy and I have lost 20lbs before on the lo-carb diet, but its really expensive and hard to stick to. Can you help me find a plan that is affordable and doesn't taste bad.

I have no ideas on what to eat or how to exercise PLEASE help me, I need to lose the fat and I DEFINITELY need to be able to walk up steps and talk for long periods of time without going out of breath. :oops: :?:
