I'm 17, thin, I'm not totally out of shape I can still run Cross Country but I need help with a diet plan and workout to build the muscle.

Eat a lot of food.
For the lifting do Waterbury Method by chad waterbury

I just think you need to eat more protein to build more muscle.

eating a lot of protein doesn't ensure muscle growth...if overall cal's are enough than you won't grow, simple as that
