should carbs be taken before or after a workout with weights?

Both.

Have a Carb source about 1-2 hours before with some Protein. Afterwards have a simple Carb source to spike Bloodsugar, or a high quantity of high GI carbs like White Rice, Sweet Potato, Red potato etc etc. Okay in such an instance.

If you have the Simple Sugar, then you could double up with a meal, and have a bit of complex Carb with your meal too.

so before i could have brown rice with say turkey or chicken and have brown rice afterwards or some days white?

White would be a better Spike, but yes Brown afterwards and before as well.

cool thanks well i think every 100g brown rice has bout 60g carbs which is good so ill have that with some meals as well as fruit

should i also have some protein with rice after the workout to help repair the muscles? like chicken or turkey in wholemeal bread

Don't need the bread, have the Rice, and yes something like Chicken or Turkey is fine.

thanks i meant bread for sandwich but still its ok

will you tel me if this is ok, this is what i should be gettong daily to bulk up

carbs: 200-250g
protein 150g

please tell me anything i should change

i get protein from:

egg whites
turkey
130g chicken pieces
lean ham
fish occasionally
milk

carbs:

brown / white rice
pasta
potatoes
brown wholemeal bread
veg sometimes
allbran cereal
