If a 17 year old can't do even 1 push up from the ground up, what should he try to do?[besides give up!]Is there any specific muscle he can strengthen by doing some sort of exercise which will help him be able to do push-ups?

I also want him to increase his muscles as I'm pretty sure he's below average in terms of strength[from the bottom of the triceps to the top of the biceps, it is 3.25inches.That;s low right?!]
Someone once suggested lifting weights like a bucket of water and hold it for 60 seconds and repeat every other day, but I read somewhere that in order for muscles to get bigger, the muscles have to tear and if you do it too much, you will not grow in size[foot to head].
Do you have any suggestions on what he can do?

have him start doing push ups on a table so his body starts at a 45 degree angle...as he gets stroinger, decrease the he's at untill eventually he's doing them on the floor..basically the higher the his hands are the less bodyweight he has to move so by gradually decreasing , he moves more wt thus bigger muscles and strength
