I'm a 24-year-old man, I weigh 145lbs and is 172 cm tall. I have 20-25% body fat. objective is to bulk up, but I would like to bring down body fat to 10-12%. I have some questions about designing a routine for this.
1, Should I just stick to cardio exercises to bring down body fat first and then starting weight exercises once I reach body fat goal? Or is it possible to do this together? What do you think would be a more effective method, I would like to lose the body fat really fast.
2, What should be diet in either case? Right now, I"m just avoiding fattening food and taking about 80g of protein a day. I use whey protein shake for this. Please let me know your suggestions on this.

You could combine both cardio and weights to achieve your aim.
As for the diet, what times do you eat at and what foods do you eat at those times?

8AM-Breakfast-SteelCut oats and egg
10AM-Snack-Some fruits
1PM-Lunch- Some Rice and protein(usually chicken)
3PM-Smoothie(before gym)
5PM-Protein Shake (after gym)
8PM-dinner(I try to eat rice, veggies and protein)

That seems okay. I do think you could add more protein in with the fruit option like some turkey, ham, a couple of boiled eggs, some low fat cheese, peanuts etc, but other than that it's not too bad.
Does that protein shake come with carbs in it or without?

In that case then either switch it for one that does, or add carbs to it like crushed oats for example.

Work on both cardio and weights. It will give you the best benefits.
As for your diet, it seems like you're doing pretty well. Maybe add in some whole grains and a bit more protein and you're good. Good luck!
