I have a disproportioned body (fairly skinny upper body and fat lower body). I have been working out for over 6 months now, mostly aiming for fat loss (as you can see from lack of gainz). Over these 6 months i have lost over 20kgs (44lbs) as i was around 100kg (220lbs) and I've dropped to 78kg (171lbs). Though I lost all this weight legs (mostly thighs) didn't change much at all they still lot pretty much the same. I know i cant lose fat in a specific area of choosing but what exercises have the biggest impact and lose the most fat. I've been using the treadmill and bicycle machines at gym a lot lately as I thought that would do the trick but I haven't seen any major improvements. So if you have any suggestions that would be helpful, Thanks.

First off WELL DONE on the 44lbs man, good job and be proud of that.
As for the continued efforts the diet will obviously be the main thing that gets you he most progress, but in terms of the exercises, the sort of things that will really have a good effect on muscle building / calories burning are things like squads, lunges, deadlifts, woodchoppers, power cleans, olympic lifts, bent over rows, cable rows, military press, turkish get ups, face pulls, good mornings etc.
