please help(& girl question)

ok so i want to lose fat & build muscle mainly for stomach to be flat and look nice. the thing is i'm not overweight, i'm 5' 3 & 3/4" & 110 pounds. i drink enough water daily & i exercise good as well. the problem is the whole diet thing. i hate diets because i'm just a person who will go overboard with them. with that said basically i won't be able to get what i want with eating too less or too much. when its the time of the month i tend to eat a lot of junk so that wont help right? should i wait until after the time to exercise more and eat more healthy?
i'm just confused but its so frusturating stomach is huge.
any ideas that maybe it'll work faster? just about how long with it take to lose fat/gain muscle?

Meals every 2.5-3 hours.

Protein sources

Skinless Chicken, Breast / Slices. Lean Turkey, Red Meat, Egg Whites, Low fat / non-Fat Yoghurts and Cheeses and Cottage Cheese, Soy Beans, Tofu, (Soybean Curd), Fish, Rice, Peas, Legumes, Low-salt Nuts, Low-fat / Skimmed Milk.

Carb Sources

Vegetables, Fruits, Rice, Beans, Wholegrain Cereals, Wheatbread, Pasta.

Fat Sources

Flaxseeds, Flaxseed Oil, Almonds, Cod Liver oil, Udos, Fish oils.Polyunsaturaed / Monounsaturated spreads, Omega Fatty Acids.

I would start by doing some basic Abs work.

So something where you lie on a Mat, and slide your hands up the Legs, until you reach your Knees, thne slide back down, trying to keep the lower back pressed onto the Mat.

Do this 10 times, take a small 15 second rest, and then do it again.

This split 30 repetition Abs work, should be done 3 times a week every other day, to get the Stomach used to being worked.

It should hopefully help to get your Stomach used to being worked.

As for the diet, it would be best ot stick to it, no matter how hard it seems, you can do it, and you'll much better for it :).

one more question, will i lose weight? or will it happen close together? because i can't lose much weight..

I doubt you'll lose much weight, probably if you gain any strength that will counteract the weight loss, but be aware that losing Fat will lose you weight.
