First I would like to say, you're not fat. Second, are you trying to achieve an "athletic look" or a bodybuilder type? With either look you're trying to achieve, you'll definitely need to hit the weights. Because of your frame, you don't need to do any intense cardio...unless you want to improve your respiratory system, this will hinder muscle growth. If you must cardio, then keep it at low-intensity. Lift heavy and to failure (or close to it). Do this by starting out with a weight you're comfortable with, then progressively increase the weights as you get stronger. Keep a journal to monitor your progress. No need to do high reps in any one exercise...8-10 reps/set will suffice. Just make sure every rep count. And of course, strive to take in 1gram of protein per pound of body weight. Don't limit carb intake, but it has to come from sources like veggies and sweet potatoes. Don't be afraid of healthy fats either, like avocados and olive oil. Just don't eat too much. Remember it's not just about looking good, but feeling good too.
