hi
currently, i have to say i have a pretty ok body, EXCEPT for stomach area (mostly around the lower abdomen). i really cannot get rid of the flab in the area, which makes body seem out of proportion.
currently, what i do for routine is:
cardio = either running, jump rope, dancing, cardio boxing
weight training = progressing body weight training routine from a book
4 days a week: mix cardio (20-30 mins) + weight training
2 days a week: pure cardio (around 30-40 mins)
1 day rest
for diet, i dont really have a specific diet but I do watch what I eat and avoid junk food and sweets (most of the time). but generally, i do not underfeed myself.
i am wondering if what i am doing is enough to lose fat and at the same time tone myself, or if should perhaps do more cardio or reduce food?

I don't think you need more Cardio, though you might need to adjust calories, because if you eat enough calories but do too much Cardio, you risk burning muscle then gaining fat, as 1lb of muscle burns an added 45-50 calories a day, so losing it will burn less calories and increase Fat storage potential.
So right now either eat a bit more or do a bit less Cardio, but I think it's worth you telling us what meals you eat and what times, as your eating habits seem a bit vague.

I generally eat 5 times a day, 3 normal meals, and 2 snacks (although sometimes I only eat 1 snack). for snacks I usually just eat 1 pack of biscuits or fruit.
for normal meals (breakfast,lunch,supper) I eat carbs + protein, usually meat but sometimes fish. carbs mostly consist of white rice or pasta, sometimes bread. serving size is pretty normal i think (e.g. 1 cup of rice). however, there are times in which I splurge or over-indulge a meal or treat once or twice a week (just so to get rid of cravings).

I'd say to prevent too much potential overeating with main meals, add some smaller meals in and reduce the portions of main meals.
So aim for around 6 meals a day limit meals to around 350-400 calories a meal.
Try to aim for around 40/30/30 Protein, Carbs and Fats so you don't eat too much Carb and increase the amount of potential Fat conversion you get.
The things you're eating seerm fine, Meat, Fish Rice, but you can include other things like Nuts, Eggs, Veggies, Legumes as other added options.
