What do I do with shoulders in lat pulldown? As simple as that sounds I have a problem with it.
Normally what I do is just start doing the pulldown but do I bring shoulders back and down.

You should stretch your lats out at the top of the excercize. I tend to keep shoulders fixed when do pull downs though.

You should also do them infront not behind the Neck. For three reasons.
1. Behind the Neck may require you to elevate your Amrs past 180 degress, stressing he Shoulders, placing them in an unnatural position, and causing risk to the Rotator Cuff and possibly the Scapulae.
2. You might instead tip the Neck forwards, to keep your Arms at 180 degrees, but instead displacing some or all of the Cervical Vertebrae, then stressing the area by moving a weight source up and down. This displacement may happen when doing something like Squats, but the bar remains stationary, so there is no movement, or manipulation of any areas surrounding the Cervical Vertebrae, thus causing little if any risk to the Neck.
3. You do both which may worsen the effect either 1 or 2 gives you..
