some people says you should not specify a whole day for working out the arms as they are already trained in chest, shoulders and back days..
others says you should give arms a whole day for all of biceps triceps and forearms.
what do you think?

In oppinion you should not do a whole day of arms. So little muscle is getting trained in an "arm day".
I do belive that you do need to do some isolation exercises for your arms if you want big guns. why not train your arms every second day pared with back, shoulders and chest. rest them on lower body days. In experence and oppinion I feel this is way more effective to getting big arms.

In opinion, you can do one of three things.
1. Tag them on a TBT workout.
2. Tag them with a 3 day split. I.E. Back Shoulders, Chest, Triceps, Legs, Bi's, or switch the Bi's and shoudlers in that example.
3. Have a Bi's / Tri's day on a 5 day split.
The main things to remember on any workout are.
1. Don't overload with weight.
2. Don't use poor technique. Technique should be good before you bother about rep maxes.
3. Pointless or possibly hazardous stuff, like Behind the Neck exercises, Wrist curls etc etc are best avoided. Don't bother with exercises that require unnatural movements you wouldn't do in real life, or exercises that waste time and utilise poor amounts of muscle. Biceps have much more productive exercises for them than Wrist Curls.

I don't think you should give arms a whole day. This is not appropriate for most natural trainees. Better to focus on the bigger muscle groups like legs, chest and back. I've done pretty well on "push, pull, leg" training splits. Don't split your routine up into too many days--that works for pro bodybuilders, but not for the average guy/girl.
