how long shud a person stay in steam, and does it affects your health if u go more than twice a week

Listen to your body.. if you cannot handle it... get out.
I usually stay in there from 10mins-45mins... depending how I feel.
If I stay for 45mins or longer... I would go out and take a break for a few mins and go back in.

I personally wouldn't go in one of those anyway, same as a Sauna. Sweating is healthy, but excessive sweating via prolonged exposure to heat, may increase risk of things like Cramps, because of the Salt loss, or promote Kidney issues, if you lose too much water you need during that time or don't replace, because you normally drink and eat sufficnet water, but a few steam room or Sauna sessions, might create a lower than normal body water store, meaning your usual levels of liquid and dietry water consumption, would be insufficient to achieve a previous state of hydration.
It would also be wise not to use facilities like that, if you have been drinking, directly after exercise, when you've already been sweating, directly after meals, if you're on Meds, or have some kind of Kidney issue, or an electrolyte imbalance, as sweating Salt could make an imbalance worse, depending on if your bodily Salt levels were low, possibly even at normal, depending on how much you lost, relative to how long you spent in such a facility. There may be other contraindications as well, I.E. things you may be experiencing or have done, that may get worse and / or cause a problem, if you use a heat based facility like those mentioned.
Such things may also not be good for things like toxin removal or skin, as you're losing moisture out of the skin, thereby losing moisture needed to flush out toxins, (although you may sweat some toxins too), and losing a fair old bit of Oxygen in the sweat, which I'm sure sweat contains, as then you'll reduce Oxygen amounts that can be supplied to the bodies cells and the Brain and Organs.
Also if you already excessively sweat, (Hyperhydrosis), definitely don't use such facilities, as you will already have a moisture retention issue, that Saunas and steam rooms will exacerbate, potentially increasing the likelihood of associated risks, or promoting risks, that occur to a greater extent.
So these things do come with a Caveat or warning. If you're concerned about their use avoid them. Never use such things unless you're sure in the given instance, you are unlikely to cause or increase physical risk to yourself
