Why specifically Chest. What's the situation with the rest of your body?

I'd say go with reps. Don't lift high, go low and to a lot of reps.

High reps low weight will probably cause low levels of stimulus most likely. He'd be better doing high reps, high weight.

He'll only get really bulky off the weight training, if he was doing about 3-10 reps anyway. If he was doing somerthing like 15 reps, with a high weight intensity, he would cut the bulking potential down, by not activating a lot of his type 1,2 or 3 muscle fibres.

But if he's doing high weights, how will he do high reps?

What I usually do is lift high doing 10 reps or so and I'll do a few sets of this. But then at the end, I drop to lower weights and do maybe 20 reps.

Pretty Easy. If for example someone was capable of 200lb's of Bench press for 10 reps, then they could probably havdle 180-185 lb's for 15 reps.

In that example the person would be not activating the muscle fibres, with the same intenstiy as doing 10 reps, so the stimulus would be lower, but due to going for the maximum weight, they would be maximising the stress from a 15 rep set, and therefore getting as much benefit as they can.

I think this would work better for him doing 12-15 heavy reps, as he's not looking for huge bulk, rather then doing 5-10 light ones, as that's often a beginners method, for people who haven't done weights before.

why flat??? that doesn't really make sense if your working out...if your chest is flat it means that it doesn't really have a lot of muscle there so exactly are you going to "tone"???
