Not to be funny, but the fastest of the healthy ways to lose weight are.
1. Use the toilet.
2. Have a haircut.
Now all supposed not joking aside, you're asking something that when done healthily, is not feasible. Time and patience must be cornerstones to your end results.
In light of this, you can help yourself by starting off with a quality exercise programme, consisting of weights and 2-3 sessions of Cardio a week. 30 minutes Cardio should suffice in each occasion.
As for diet, simplifying things with 5-6 meals a day, 2.5-3 hours apart would be a good way to go, as you're not overloading with calories or nutrients per meal, and potentially wasting some, or getting unnecessary calorie conversion.
Your mainstays should be Whole-grain foods and other plant, bush or root based crops, lean Flesh sources and some Low Fat dairy, you could include Eggs in this category if you wish.
For exercise, as you're female, aim for 1,800 a day, (a sedentary amount), then add another 300-400 in there to account for exercise. So around 2,100-2,00 a day will suffice.
I won't go overboard with info right now. You have some basics to work with, so you should be able to play around with a fairly decent weights and diet regime.
If it feels difficult to stick to, concentrate on diet for 2-3 weeks until you're good at it, then add exercise back in, otherwise you should be fine, mastering and refining your choices around your lifestyle and needs
