Sorry, but as with all fat loss we cannot pick and choose where we loose it from. Males and females store fat differently and for most females, fat reserves tend to end up in the thighs, butt, and stomach. for males its around the and back. This is the usual case. In order to lose the fat you want gone your going to lose it in areas that you want it to stay. That is why it is so hard for body builders to gain mass and definition. Not that it is physically that hard but during cutting, or fat losing, phases they lose a lot of mass in areas they dont want. Your going to lose fat in the places your body doesnt store it for reserves first. I recently lost 25 pounds but it started at the top, neck started to thin out then shoulders, arms, chest and finally stomach. kind of disheartening to look less broad but thats the way it happened. you could try to cut down on the frequency of intense cardio, like running, and do a little more resistance training on the "problem" areas. I am by no means an expert, this is only opinion. good luck!

Hi change4better,
daveb is right, we can't control where we lose the fat from, its unfortunately genetically predisposed. Are you sure its fat and not loose skin, if its fat you can continue to loses weight all over and it will reduce, however, if it is loose skin there is nothing you can do naturally. Once skin stretches the elastins are damaged and will not regain their elasticity (again, the severity of this is genetic) this is why people have tummy and thigh tucks.
A recent study at an Australlian University found that sprint training among subjects caused the greatest fat loss to come from the thighs and abdomen. They used a indoor cycle to perform 8 second sprints followed by 12 seconds recovery for 20 minutes 3 times a week. You can try this on a bicycle, running, or an indoor cycle. Start with a 5 minute warm-up followed by 20 minutes of the sprint intervals and a five minute cool-down. Add lunges, step-ups, squats, deadlifts on opposite days. Pick 2 exercises and after a warm-up do 2-3 sets of each. Alternate which 2 exercise you do each session.
Cheers.
