Can someone identify this exercise...

seated... slight bend at waist and sticking out your chest... chin up... feet planted firmly on floor shoulder width apart... dumbbells in hand...
start touching the ends of the DB's underneath your knees then bring them up over your knees touching the ends again..

repeat for 12 reps.

I saw someone doing this on TV and I didn't hear what muscles it targets.

It sounds like a Seated version of Side Laterals, (Side Raises), for the Posterior Delts.

a better exercise are Face Pulls (search) for rear delts
