maybe for going to the local donut shop and snatching donuts out of peoples hands and replacing it with some Steel Cut oatmeal!!

I've never actually been in the rear seat of a police car--but I always wanted to be there kicking and fighting the entire way to the loonie bin.

Packard was running an illicit hooch factory in his basement. Churning out cut price, almost blinding, ultra neat alcohol. Not for people like Mobsters you understand, just to make a shady bit of bunce on the side, to supplement his income.
A local Bar owner was losing some trade and hired small time goon, to find out what was going down. When he got the intel he needed, he anonymously snitched Packard to the feds and Packard was arrested on racketeering charges.
Packard has now been falsely branded as some kind of Mr Big, with a multi-million dollar, illegal drinks empire, even though all that was found at his house, was a small bunsen burner and a few bottles of Turps.
Hardly makes Packard a "player" does it.
