Best way to tone up, not bulk up?

I'm aiming for a lost of 15kg and currently power walk 7km per day (I can't jog due to a car accident).

I don't want to bulk up but instead turn some of flab on arms and around chest area into toned areas.

Am I right to say that smaller weights with more reps is the best way to tone up, rather than heavier weights and less reps, which helps to bulk up? I don't want to be bulging, just have more refined arms and a nice, solid chest (flabby boobs for a man is NOT nice!)

tone doesnt exist...

muscle + little bpdy fat = tone/definition or whatever you want to call it

so you have no choice...you can't tone what's not there

and don't worry it doesn't seem like you have the drive to get "bulky" anyway

heavy wts for whatever rep range your aiming
