Train heavy and regularly
Learn to squat and deadlift
Eat clean, unprocessed foods
Drink water, and lots of it
Sleep and recover fully
And do your cardio, don't care what anyone says, most females need it 3x/week.

Diet, diet, diet. And I don't mean restriction. Strong abs is a result of proper nutrition, a good strong core including your back and an effective workout program. I recommend getting a consultation with a certifed personal trainer to determine what will work for you. You could start with SarahPT from this site. She helped me tremondously and gave me a excellent plan according to goals and body habitus. I have witnessed and have spoken to many women and men who do hundreds of sit-ups in the gym daily and get no results. The key is nutrition and proper form of the abdominal exercises and also letting your abs rest just like any other muscle in your body. I have lower abdominal "pooch" and it will never ever be completely flat. But after having 2 children and maintaining a healthly lifestyle I completely accept body for how it looks.

Really good points above, and I do agree that will make a difference. Keep in mind though that even if your body fat is quite low, you are going to have a little bit of fat there, and along with skin and subcutaneous water your stomach is going to make a little roll when you sit down. That's just normal. Unless your body fat is down at a very unhealthy level there will just be a little bit of a roll there. But you can make a difference in the size of it.
