you'll need a full body plan rather than focusing on certain areas...exercises such as squats, deadlifts, chin ups, push ups and rows are your best options as well as endurance type exercises such as burpees are excellent if you can do them...search different variations of the above exercises and see what you can / can't do physically and equipment wise...there's an exercise guide here or go to www.exrx.net for more
A combination of both cardio and resistance training will help you lose body fat and tone. If you are a beginner, a good method to learn and familiarise yourself with many exercises and how they are done correctly (i.e. form) is to take part in circuit training. This will hit all parts of the body particularly the areas you suggested. Most gyms offer this service and a qualified instructor will take you through the circuit. The pay offs of the training will help improve your endurance, muscular strength/endurance (mostly via bodyweight/some light weights) with the added incentive of torching plenty of calories. Taking part in such classes around 2-3 times per week is enough but remember to have 1-2 days off between circuits. 2 days is best if you are a beginner.
Doing specific exercises for the areas of the bpdy where you hold the most fat won't make you lose the fat that is there. When you do exercises, such as lunges for example, you are working the msucles of the glues and thighs. This can make the muscles increase in endurance, strength, or possibly size under the right circumstance. But it does not make the fat in those areas go away.
You can lose fat in your lower body through a solid exercise and nutrition program. You may also want to consider trying to increase a bit of mscle size in your upper body to even our your proportions.
