is it good to have skimmed milk, if not what is the substitute since not taking milk is causing hair loss

Weights might help, to develop the muscle around the Mammary area, pushing it out a bit, but Mammary areas are mostly composed of Fat, so if you're a lean person, or waifish, you can expect small to moderate Breast size.

Apart from surgery, which isn't reccommendable, unless you really want it, (scarring, disfigurement being possible side effects), so really some weight training might help.

Bench pressing with Dumbbells. You could include incline work too

Dumbbell Flyes

Cable Flyes

Pec Deck

Crossovers.

Possibly Stiff Arm Pullovers, with a Dumbbell.

Press-ups

Miltary Press might do it quite well.

Mlik is fine. So don't worry about it. If you're worried about Fat, drink Skimmed.
