Need some help figuring out a workout routine! I'm very petite (5'1"), already at goal weight and ideally am trying to get legs like this:

I've googled her exercise routine but of course she claims she "doesn't work out." No way I believe that! Any suggestions?

She may not work out, but then what she would have to gain by saying she didn't if she did, I have no idea.
I would suggest aiming for an overall change, not just focusing on on area.
What, if any, training do you currently do?
Also what times do you eat and what foods do you eat at those times?

I was doing the 10,000 steps a day program for about a year and a half. loved the results at first, legs were so shapely and lean, but then eventually (with no changes in diet), I noticed I was starting to get soft and flabby. So I started weight training--squats, lunges, deadlifts, etc. thighs have definitely gotten bigger, and I want to get them lean again. I eat very clean, whole foods, three meals a day and two snacks.

Well gaining muscle all over is no bad thing for females, as it often looks very appealing and the training that causes it helps to strengthen bones and connective tissue as well, so it's good for the long-term health especially in old age, plus a lb of added muscle, can help to burn an extra 45-50 calories per day due to the growth and / or repair process.
The diet might still be a slight issue and the training might be beneficial, but if it's the sort of weight lifting that involves doing 1 sets of something with light weight 15-20 times then it won't be.

Sounds like you just need to get your body fat percentage down to get that lean look while also maintaining a nice balance between lifting weights and doing cardio. Do you know roughly how many calories your currently consuming?

The girl in the photograph may not work out, as she looks extremely skinny. Do you do any running? Seems like most runners I see in the gym have thin legs.
