Hi.
I was a skinny little kid until this evil thing called Puberty came along and for four years, up until the age of 15, I was 180 , close to pushing 190. I started to slim down the last six months of 8th grade year and the summer before ninth grade year of highschool, I'd run a mile everyday. Ever since then I have fluctuated between 140-160 pounds with 160 being the most consistent these past few years. I'll be turning 21 in a week and have decided to take more of an interest in the health of body and the way it looks. Ever since puberty I've suffered from "man-titties" and I wanna say they've shrunk in size with weight but I'm not completely sure. I dont think that there is a hormone issue ( not being a Doctor, I wouldn't totally be sure ) but I read somewhere that there may be a build up in fat in chest and I was wondering if there's anything I can do specifically to target that area and see results. It's the only part of body that is in real dire need of correcting. I don't eat fast food at all, I don't drink soda, I rarely ever eat junk food so what may be causing this area to persist? Last semester I went to the gym pretty regularly for three months and I thought I may have seen a difference but then again that could have been wishful thinking on part. I'm interested in a program or any advice that will allow get me results. Time is not an issue to me, just as long as I know it can be done.Is there any way I can reduce BMI? I remember it being at 14% once during sophomore year of highschool.

Spot reducing is very hard. I've heard theories about people utilising giant sets coupled with cardio and doing it by manipulating hormones, but other than that it's extremely difficult if at all possible.
Your best bet is to mainly focus on your diet then start to address the training.
