The Americans discovered the bodies need for 2-2.5 litres back in the 50's, but the myth abound that it must be drunk. The public basically not thinking that dead animal and plant matter, will still contain water, because the water isn't going to be used, when the flora and fauna cannot instigate their usual water utilisation mechanisms, so it mostly stays where it is at a cellular level, excluding possible effects like evaporation from surrounding heat.
However drinking more water is beneficial and i'm not discouraging it with comments, but regards the FDA considering 8 glasses, as what could be called an RDA reccomendation, I'd take anything they say with a pinch of salt to be honest. I would say 4+ would be a more sensible reccomendation, to stop some people feeling stressed, about having to consume what they could see as a sizeable daily intake.
Why believe 8 is somehow optimal or highly necessary to improve progress, then have a day when you drink 3-4 and stress that you're failing in some way, or may affect your weight loss in a bad way, or have discipline issues? 8 a day might seem daunting to some, but 4 would seem less difficult to manage, especially coupled with the reminder they could supplement it through food.
Then someone could always aim for more than 4 glasses a day, if they felt able, but I think 4 would look like a less stressful or demanding target to aim for, for people who have in the past, been drinking little to no water per day
