I do 400 obliques a day, which is elbow to knee, side to side not sure what there called 500 sit ups and 400 leg openers.. question about toning & flattening

I have heard from so many sources, One will say that the more u work out the fltter and toner your stomach will be. But others say the more u work out the more your muscles will expand and bulk out. Im trying to tone and flatten, Some say working out less will help with that. Whats the real secret??...
