you lose fat overall not from one spot so a consisitent eating plan and hard training for the entire body will get rid of that fat...if you're gonna do a program i suggested or made up then there will be plenty of leg work in there for you

I understand your gym at college is bad, mine is as well, but it has enough dumb bells, and machines and bars to do the basic and core exercises it's free maybe if you just do it 4 times a week it's better then not doing it at all.

I would also add cardio on your off days, what ever you feel more comfortable, and capable with.

swimming laps for a half hour twice a week would be excellent for you, just make sure you're working hard enough to get the heart rate up.

jogging and cycling isn't bad either but it would be better to do interval work rather than steady paced cardio.

As for your school gym....

You need a bench, 1 barbell and weights for it, perhaps some dumbbells, a chin up and dip bar and hopefully a squat rack. This is all you need, the rest is bells and whistles.

cheers

do floor presses and there's 100 push up variations out there...bodyweight circuits will be better than most cardio for fat loss/endurance
