Alright let’s get straight to it.
There are a lot of fat loss myths out, dietary and training wise. There is also a lot of methods for fat loss but they all get back to this:

it's hard to bulk when you can't lift everything at a maximal wt and tyou can't bulk when decreasing cal's either so you're a bit all over the place there...
here are your options:
1 - bulk with a claoire surplus
2 - cut with a calories deficit
you can't mix and max
training wise it doesn't really change a lot except you play the density game...you might even buidl some muscle at the same time from the overload and muscle demand
probably employing some of the methods above would have yu burn fat/gain muscle at the same time without a calorie change, ecspecially if nutrient timing is correct
