Aerobic exercise will burn fat over the entire body. You CANNOT spot reduce. Don't worry, your arms are not going to get big. It's much more difficult to build up big muscles than you would think. Focusing on eating right, doing cardiovascular exercse, as well as strength training will help you lose the fat from all over. There aren't any exercises that will simply reduce your arm fat.

tone is a bulshit word and doen't mean anything
muscle mass + little = muscle definition (tone if you like)
if doing heaps of reps and endurance training is the key why aren't runners "toned"? because they don't have any muscle in the first place that's why
total lifting volume plays one of the most important parts in fat loss and definition programs but it still needs to be of a high intensity to maintain (at least) what muscle is already tgere...a prime example is 10 sets if 3 with a 5 - 6RM with 1min rest and drecreasing 5secs each sessions which places more demands on the muscle as you go along
