how to use......

uncle gave me a york bench and theres a part of it i don't really know how to use. the two things that stick out on the side. is it a fly or something?

do they move side to side? or it may be for dumbell flyers to rest your arms on

Looks like Chest Flye exercise alternative. Probably when Bench is Flat.
